We have to acknowledge with thanks receipt of your letter of the 11th inst., and regret to learn that Lord Knutsford cannot telegraph directions that the work may be allowed to proceed on our tanks at Hong Kong, pending receipt of the report, which no doubt the Governor has sent on the subject.

We now enclose for his Lordship's further information copy of a further petition addressed to the Colonial Secretary at Hong Kong, and our reply thereto, and we again earnestly beg that instructions may be telegraphed to the Governor as soon as his lordship is in a position to act. Allow us to repeat that through the cordial help given us by the Foreign Office, we have enjoyed the advantage of the assistance of H.M. Minister in Japan, and as you will see by the copy of correspondence issued by the Foreign Office, they are thoroughly conversant with the subject.

We would specially call his lordship's attention to the fact dwelt upon by the Directors of the Suez Canal Co., in authorising the passage of the steamers, that the vessels must necessarily be loaded in some well-regulated port, either New York, Philadelphia or Batoum, but they have passed the Straits of Gibraltar, and the Dardanelles respectively, and in the case of Hong Kong they will have to pass the Suez Canal.

For his lordship's Information we beg to say that the steamers are allowed to coal in the harbour at Colombo, and at Tanjong Pagar at Singapore. We trust under these circumstances his lordship will appreciate the nature of the opposition, and will aid us by prompt action.
